Ruehle's Towing Awarded Shelby Township Contract
Tensions ran high as the Board of Trustees awarded Ruehle's Towing the towing contract.
The Shelby Township Board of Trustees awarded Ruehle’s Towing of Mount Clemens the township towing contract.
Ruehle Towing beat out five other bids, including one that was more than 50 percent lower.
After nearly three hours of heated discussion and resident feedback, the board followed township consultant Russ Weipert’s recommendation and voted 5-1 in favor of Ruehle Towing.
Ruehle Towing will charge township residents $85 for a standard tow. The lowest bidder was Nightingale Service, charging $42. The highest bidder, Shelby Township Towing and Wrecker Service, with a standard tow fee of $100.
“We saw it coming. We knew what this board was all about. … It had nothing to do with pricing. ... It’s nothing but smoke and mirrors—that’s pretty much how politics go in Shelby Township,” said Nick Nightingale of Nightingale Service.
In December, the Board of Trustees voted to terminate Nightingale Service’s contract amid allegations of contract violations and over charges.
Weipert told the board that the Nightingale bid was too low, and did not follow the general guidelines for standard towing costs in Michigan. He cautioned that when bids are that low, the companies usually try to make up for the lost revenue in other ways.
“In general a lot of the lowest bids get dropped right out of contention,” he said.
Weipert added that the decision was based on the best value, not the best price.
“I am just appalled by the fact that I am giving up 50 percent of my money because someone made the decision to exclude the lowest possible bidder,” Shelby resident Chuck Baffo told the board.
“In regard to pricing my research indicated about $100 is the going market range for towing,” said Trustee Michael Flynn. “We had about three companies that were in the $85 to $100-price range.”
Nightingale told the board he bid at such a low price not to save money, but to save the jobs of several employees.
“I wanted to secure my employees. We attempted to do a recall effort on Stathakis and Viar. My employees—they didn’t sign up for that program. Now, I feel bad that I’m going to have at least three wrecker drivers and a couple dispatchers that I’m going to have to let them go or cut their hours due to us losing this account,” he said.
Ruehle’s Towing main dispatch will remain in Mount Clemens, but the company has said it will have trucks in Shelby Township at all times, and vehicles towed in Shelby will be brought to Cass Collision on Hayes Road.
“It bothers me a lot that you’re going to be considering a company outside of Shelby—a company that will not be contributing a dollar in property taxes,” said Shelby Township resident Doug Herring.
At times, Shelby Township Police Chief Roland Woelkers had to speak with individual residents and remind them to calm down and follow the new rules of decorum, which state all members of the audience must not disturb the meeting by shouting and clapping.
After the vote was taken, several members of the audience shouted at the board and stormed out the door.

The unproffesional behavior at meetings and the filing of recall petitions by Noel Nightingale right after the board agreed to put the work out for bid was just too mafioso for my taste. They gave the work to Nightingales even though they were not the lowest bidder in the first round and they proved they could not be trusted to do the work honestly.
Remember, you can always call on Nightingales towing and service to repair your vehicles no matter what.... and if they are willing to do the work for the price they say in the quote Lisa Manzella quoted, than they should do fine.
I'm not sure the police should refer work to the Nightingales in the name of Shelby Residents after all the past issues.

The Nightingales have every right to be angry over the decision of the Board of Trustees.They worked long and hard and deserved to recieve the contract. There is no reason for the public to go along with this decision. If you are in a accident, show support to the Nightingales by demanding that they tow your car. In a free society and free market system, you still have that right to make that decision. Once the people of Shelby Township take a financial stance, the contract will be forced to gravitate to them. If you feel that they do a good, dont ask, but demand that they tow your car. Let the market dictate who recieves the contract.

I own a insurance agency and the average tow bill we recieve is $60. I average about 7 tow bills a week from multiple cities. Not sure where Mr Flynn got his data from.

I thought what Mrs. Filar said at the meeting made sense. They won the bid last time not being the lowest quote, they had a year and a half to prove themselves worthy by fixing up their yard, buying all needed equipment but they didn't. Then they come in with this really low quote and it makes you wonder, were they really making a 50%+ profit on every tow yet they could not clean up their yard or purchase a larger tow truck? If they did not have the money to do these things in the past why would they have the money to keep their place open charging half the rates..... they kind of shot themselves in the foot.
Really, their behavior is atrocious at the meetings. I hope they get their act together and come back better and stronger but I believe we have already seen the Nightingale's at their BEST and it will only get WORSE with them from now on.
There is written proof in their invoices for work done at the townships referral that they billed for services not completed and not approved by the previous quote.

Russ Wiepert doesn't have the expertise to be appointed a consultant - He did the same garbage in Troy with a company that does business outside the city . Why isn't he working for Troy anymore ? They bring this guy in with no business background - His only other experience is conducting auctions and filing paperwork - He wasn't allowed to carry a gun in Troy - because he is so miserable he would probably shoot himself !

At this point I would pay triple. The nightingales had the contract… Had it!! At double the price!! They could not manage to operate within the guidelines of that contract… Why would anyone think giving back to them that they would suddenly change how they operate?
In my business if you threaten a lawsuit against a costumer you better kiss any chance of doing work for that customer goodbye forever. If you violate a contract you never get the chance to bid again… ever.

The board has acted properly to protect the citizens from a predatory company operating within our borders.
What about the added miscellaneous charges that were not supposed to be allowed by the quote in the contract signed by the Nightingale’s?
What about the contract being at will meaning at the will of the township board? Doesn’t any of this make any difference? Do we as taxpaying citizens have to put up with the yelling and bad behavior at township board meeting forever? What about us, the citizens?
You attack the consultant, you attack the board, you attack supervisor but you put no blame on the Nightingales who are the ones who yelled “recall” at the meeting when just the idea of allowing a competitive bid was brought up. The nightingales strayed from their quoted contract, not the township, not the consultant, so why is everyone else to blame but the Nightingales themselves. They faced a problem with defiance, denial and intimidation.
The actions of the Nightingales have brought suffering on their employees and their families, have broken years of trust their grandfather worked to build up, have turned the majority of citizens against a once respected company. Yet they still blame everyone else but themselves for their fate. Blame is a heavy weight to toss, it typically lands on the one who tries. Even if we blame everyone else but the Nightingales, nothing will regain their reputation, never.

Mr. Delise, it’s in print, not an accusation. The invoices were submitted from Nightingales Towing. They added on miscellaneous charges unspecified and not allowed in the quote.
I don’t sit in anyone’s camp. I look at the situation decide how it can help or hurt the majority and then speak my mind. How is changing towing contractors bad for the taxpayers? I admit, I feel sorry for those that will lose their jobs, but that is Mr. Nightingale’s doing, not the board. I feel sorry for the family that will never learn and will stick to their business plan all the way to jail. Yes, I predict jail time.
Most important Mr. Delise, what I write is meaningless, no one reads this. It’s only important to people who are so misguided and misplaced sense of self-worth.

After watching the last two board meetings and witnessing the unprofessionalism displayed by the members of nightingales service, I have doubt that in my mind that the board made the correct decision when they cancelled the towing contract.
It is understandable that it is an emotion issue for the neightengales , however, the continuing disruptions from the family and their friends and at the board meetings is getting old very quick.
As a 48 year resident of Shelby township I have used nightingale's service many times over the years, unfortunately, I am now considering my patronage to their station and about to take my business elsewhere.

Kermit, there are constructive ways to handle rejection... not yelling and intimidating people who support the board.
These are some of the thing I would have done if I was in the Nightingale situation.
First... join the DDA and and them to sponsor a artist rendition of how to make my property fit into the master ideal.... would not cost Nightingales a thing but would show they care and support Shelby's Down Town.
Second: maybe pay to have some of the DDA ideas implimented.
Third: Find and hire their own towing expert from out of the area, from a bigger city like Las Vegas... yes, this might cost something but if an expert who is more qualified and more impartial gives a positive impression about the overcharging, it would carry weight.
Fourth: Come to the meeting or include in your quote the purchase order for a larger tow truck needed in the quote..... didn't even have to buy it yet, just show intent to handle the proposed need of the quote.
Fifth: Tell people to stop yelling and intimidating board members and supporters.
Did you see John Nightingale threaten board members and flip the middle finger at the last board meeting..... yeah... people really appreciate this kind of behavior from business proffesionals (sarcasm).
Like I have said in the past, the nightingales need a PR person.... and I'm not in the professio..... I'm just a citizen that is shocked by their behavior.

Mr Smith, what I did and do is absolutely allowable within "Roberts Rules" of meeting decorum, you can look them up. It was absolutely constructive criticism and my opinions, not false, malicious or vulgar.
Roberts rules state all inquiries need to go towards the chairman, never the audience or the consultant. Also, it's GOOD ETIQUET and GOOD MANNERS to obey the rules which I am absolutely shocked that certain people at the meetings have none of. I am lead to believe it is poor parenting or ignorance of entitlement.

No one denied the officers service or his right to speak, it's the threats and threatening demeanor that is wrong.
No one denies the rights of Mr. Churchill or Mr. Hearon. Mr. Churchill come across as a frustrated man with a disability, we should all feel a bit sorry for him, I know I do. I wish I could help him but that would amount to special excessive treatment and this is not allowed by the ADA laws.
Mr. Hearon is ignorant and oblivious to the current economic conditions and situation. Mr. Hearon also has no idea what decorum is or the "Roberts Rules". If he did he would have known that what I did was totally allowable and acceptable and the outburst of yelling and clapping out of turn are NOT acceptable.

First of all, everyone of the people that you mentioned in this post as "trouble makers" have every right to voice their opinions at a public meeting. Some of them are veterans who fought for the freedom that you two take for granted everyday. Secondly, its a beautiful thing if they want to run for public office. It is every citizens right under the constitution to run for positions in the government if they see fit to serve us. No where in the constitution does it say that you have to have a Ph.D or a law degree to run for a position in government. They are the true voices of the people and know what needs to be done. Do not judge them because of a lack of public speaking ability. Abraham Lincolns first speech was on a tree stump and there were people, just like you, tearing him apart because of his "grand" ideas. America is the market place of ideas. If corrupt politicians and the police dictate what is and isnt said at a public meeting, we become a walmart. Both of you think about that for awhile. For the record, neither I or a member of my family has ever told anyone to shut up at those meetings. On the contrary, I (we) love to hear everyone speak. Even the elusive Mr. Grot.

MR. Holeton, you are a fair speaker, you have never threatened peopel with physical violence as the others do. I believe it was your support of the others that puts you in the bunch with thugs because if you approve of or allow bullies to run the meetings you are just as bad as the bullies.

For the record, there are (3) j holetons in shelby township. You might be confusing me with a different one. Im the one who has (3) college degrees and works for the Ron Paul campaign. You can say that Im one of the brains behind the Tea Party and Libertarian movement. I personally know the Nightengales and the people you talk about. There are some things that I agree and disagree with about them, but I still respect everything they say. The Board of Trustees and Mr. Stathakis have made some decisions that I agree with, its just that I dont go on T.V. expressing these opinions. Free speech isnt perfect, but it is there for a reason. NO ONE has a right to intimidate others when they are trying to express an opinion. Im sorry if others get out of hand, but I have no control over what they do. If they say something I like I applaude, if I disagree I give a look of displeasure. That is the limit of my involvement in the chaos of those meetings. Others shouldnt think bad of me because I simply shake their hand. I want to encourage them to run for office if they feel the need to serve the community, as I would you.

I am actually a legitimate concerned citizen. You can ask anyone about me. No one knows me except from what I write. I campaign for no one. I hate bullies, I hate wasteful spending. I don't have to hide my association because I have none. I don't want to get into anyone’s "clan". Mr. Peters represents the true majority of Shelby Citizens. We think you are associating with crazy bullies.
My question remains the same. How is bidding out the towing BAD for citizens? How is Lisa Manzella's behavior outlined in "LisaManzellaIsCorrupt.com" good for the tax payers. I didn't make it up, I didn't use any conjecture. Nightingale's towing overcharged, any towing expert agrees with this conclusion.... the "misc." charges are not allowed even if all the other charges are.... over billing on even ONE invoice is wrong. How much corruption is OK with you Mr. Berz? Can you point to a documented case of corruption with Mr. Stathakis? I hear the hearsay, I look and there is no smoking gun, nothing I can pin like I can with Leman, Nightingales and Manzella.

I did show up at a meeting and I did voice my concerns in a manner that was acceptible under "Robert Rules" and do submit blogs that are deemed acceptible under the guidelines listed by the "Huffington Post" the problem is Marina, the editor of the Shelby Utica Patch is extremely biased about what she thinks is acceptable blogging. She allows Mr. Delise and others to say horribly untrue and demeaning statements in post but will not allow my honest opinion to be posted as a blog. I signed up to blog about the township meetings and provide the information and opinions on that behavior. When is the last time you have seen a post about a meeting that did not have Lisa Manzella or Nick Nightingale's side of the issue...... none... Marina won't let anyone blog the other side. She does not want to upset herb friends. I inform people of truths with my opinions.
Would you like some more unbiased truths:
Lisa Manzella will be running against Mike Flynn for Treasurer this August. Sounds like things don't always go your way. You seem to have no trouble blasting other peoples comments with your renditions of what they said even though that's not how they intended it to sound. Too bad you can't always hide behind your copy of Roberts Rules.
You seem to never just accept that other people can have their own ideas and opinions. You feel a need to twist it to sound bad. This is what makes you tick. I will continue to post what I want to say without fear of wondering how Matt "Guarineri" will twist it about. I have been edited and have had things removed from the Shelby-Utica Patch. Sorry If I offended anyone. My comments have nothing to do with towing, elections or speaking. I like to hear everyone speak and there opinions I just would like to hear something that is logical and a benefit to the people of Shelby Township. I like to hear opinions based on fact. Maybe my hearing is bad but I did not hear to many facts on their opinions -except Holeton he does back his opinions with facts

Yes, I say things on here and on the Patch Facebook page but I can guarantee you never saw me at any meeting as your "parade" comment would suggest. Just wanted to clarify that. Also I have no interest in running for any political position unless it's somewhere in the Caribbean. I also want to reiterate what I said about Mr. Heron. I met him recently in the grocery store. We talked for almost a half hour. What a kind gentleman I found him to be. If someone like him can't stand up and say his piece then we have a real problem. Other than that no harms and no fouls! Have a nice day.

In response to an earlier blog here I will say that Supervisor Stathakis has not been charged with any documented case of corruption. The supervisor knows how to manipulate the system and stay just below the radar.
On a ethical, moral and transparency level he has failed badly. I don't know how he can sit up there and look people in the eye. He doesn't have any plan to listen to anyone other than himself. All he ever says is "I appreciate your comment or thanks for coming down". He wants that person out of his face as quickly as possible. When Nick Nightinmgale attempted to ask Mr Weipert a question it looked like Mr Weipert wanted to answer and was ready to stand up. Supervisor Stathakis told him not to answer. So you see it's not one big corruption charge that matters it's a combination of all of the other moral and ethical issues that make a difference to the citizens. Many people who I talk to have absolutely no faith in Rick Stathakis anymore. They want someone who doesn't act like he's taking sides against the public. By suppressing people like the supervisor has done he has turned a good portion of the voting public against him. I truly hope the sneaky politics are over for a while and the township and the people can begin to move ahead and get things in order for August when the people WILL have a chance to be heard.
